Position summary

The Director of Finance is a senior role in the organisation, and is responsible for planning, managing and reporting on the organisation’s financial resources, including development of the Family Planning NSW budget and monitoring financial performance, with regular and extensive management reporting to the Family Planning NSW Executive and Board and funding organisations to assist in analysis and decision making. The position is responsible for stewardship of o all statutory and professional requirements of Family Planning NSW related to the organisations financial systems, including addressing audit matters, and ensuring appropriate financial management controls and practices are consistent with Family Planning NSW’s financial management policies and directions. The position has a key role in leadership in identifying and developing new business opportunities for the organisation, including a comprehensive understanding of the organisation’s business components and the ability to explore alternate funding sources and opportunities, including engagement with external stakeholders.

Responsibilities

Key accountabilities

  • Ensure effective financial accounting and management control accounting is consistently applied to all levels of the organisation; and that financial accountability and cost centre budgetary controls exist, are monitored and are reported to the Executive and Board Audit and Risk Committee on a monthly basis.
  • Ensure external and internal business  opportunities are identified, analysed and, as appropriate, developed for consideration by the Executive within the FPNSW project management framework  
  • Provide the Chief Executive Officer and the Executive with relevant, timely, comprehensive and accurate financial reports that assist in understanding and managing service financial performance.
  • Develop and apply financial performance framework benchmarks to all reporting entities across Family Planning NSW in consultation with Executive leads, and monitor and report on performance monthly to Executive.
  • Develop efficient and effective strategies for the management of Family Planning NSW ongoing liquidity including cash management of the Family Planning NSW own sourced revenues, grants, liabilities and use of assets.
  • Ensure that Family Planning NSW implements purchasing practices consistent with best practice guidelines for goods and services, inventory management controls creditor payments and payroll within agreed timeframes.
  • Develop strategic, business and financial plans for Family Planning NSW and its component business units, in consultation with other Executive in accordance with corporate policies and undertake forensic financial analysis where required. Have a lead role in implementation of turnaround plans for controlled entities within the organisation that are under-performing compared to the organisations financial performance framework.
  • Ensure regulatory responsibilities with respect to GST, FBT and medical indemnity are satisfied; and adhere to public sector, Australian Accounting and International Financial Reporting standards in external reporting and deadlines. Ensure all corporate insurances are in place and meet organisational requirements
  • Provide financial analysis and advice to members of the Executive on an ad-hoc basis, to assist them in the preparation of new initiatives or approaches.
  • Identify additional sources of funding (such as grants) that would be available to FPNSW and assist in the engaging with these sources.
  • Ensure Family Planning NSW financial management and reporting meet contractual and accreditation requirements of relevant stakeholders including NSW Health, Department of Foreign Affairs and Trade, Australian Council for International Development and National Quality and Healthcare Standards.
  • Ensure effective delivery of Business Services including but not limited to Facilities, Security, Procurement, Fleet, Distribution, Sustainability, and external providers.
  • Oversee and manage the payroll function.
  • Ensure effective management of the Finance and Business Services team.

Key challenges

  • Improving financial management, revenue opportunities and efficiency of Family Planning NSW on an ongoing basis, in an environment where the cost of health care continues to rise and available revenue is limited
  • Identifying significant areas of cost, and with operational managers, developing feasible strategies for mitigation, including timetables for resolution.
  • Introducing future funding arrangements in an organisation operating within a broader state, national and international health system that includes public, private and other non-government providers, multiple Governments, health insurers and a range of legislative and policy requirements

Decision making

  • The Director of Finance, has day-to-day autonomy in managing the delivery and planning of the financial management, reporting/operational and administrative requirements of the organisation including deploying its financial resources within the overall budget allocation as approved by the Board
  • The role’s primary accountability is to ensure actual budget and liquidity performance is achieved within the annual budget and business plan.
  • The Director of Finance is responsible for providing advice and assisting in the financial management of budget resources (recurrent and capital) by the organisation and for leading and managing the delivery of financial and business management services and controls across the organisation. 
  • Overall decision-making and accountability limits will be determined in conjunction with the Chief Executive.

  • Managers are responsible for ensuring that safe work practices are in place and all employees abide by safety instructions
  • Any potential risk should be reported to the employee’s manager immediately for investigation and remedy
  • Any breaches of safety procedures must be reported through the incident management procedures and any employee found breaching safety requirements will be subject to disciplinary action which may include termination of employment

Essential criteria

  • Relevant tertiary and/or postgraduate qualifications in accountancy, economics, commerce, finance or a related discipline and professional standing for current membership or eligibility for membership of a recognised Australian accounting body
  • Extensive demonstrated experience in budget management, financial management and development and implementation of financial management policy, systems, controls and reporting arrangements at a senior level.
  • Proven experience in preparing and evaluating complex submissions, developing and negotiating pricing and funding models, and providing high level strategic advice on budgeting, pricing and economic appraisals at the executive level
  • Extensive experience in new business development including a track record of achievement in the introduction of new revenue streams

Other requirements

  • A Criminal Record Check  is required prior to commencement in this role
  • Extensive experience in external stakeholder engagement and management with developed networks and influence  
  • Strong understanding and working knowledge of all relevant financial services software, including integration of software systems across business units
